Andrew Ball is a Partner at King, Moench & Collins LLP. Andy focuses his practice on municipal and land use law, representing public entities and private clients in matters involving state and local government, public records, public contracting, planning and zoning approvals, and administrative issues.
Andy advises municipalities on a broad range of legal issues, including, administrative matters, public contracts, Open Public Records Act requests and disputes and ordinance amendments. He serves as municipal attorney for the Township of Freehold. He also serves as Special Counsel to municipalities regarding the Open Public Records Act and has appeared before the New Jersey Government Records Council and the Superior Court of New Jersey on behalf of municipalities in records request challenges. He also represents municipalities in county and state tax appeals and in general litigation matters throughout New Jersey.
Andy has appeared on behalf of numerous land use boards across the state and currently serves as the Zoning Board Attorney for the City of Summit and the Planning Board Attorney for the Borough of Tinton Falls. Andy also represents private clients in land use matters throughout New Jersey, guiding applicants and property owners through local approval processes, board appearances, and related municipal issues.
Andy regularly speaks on issues affecting municipalities and local governments. His recent presentations include “Hot Topics in Local Government Law” for the New Jersey State Bar Association, “First Amendment Impacts on Municipalities: Signage and Billboards” for the New Jersey Institute of Local Government Attorneys, and “OPRA & Records of Vital Statistics” for the New Jersey State League of Municipalities – Registrar Association of New Jersey.
Prior to joining the firm, Andy practiced law for thirteen years at Davison, Eastman, Munoz, Paone, P.A. in Freehold, New Jersey.
Andy earned his J.D. from Rutgers University School of Law, where he received the Pro Bono Publico Award for his work with the law school’s Volunteer Income Tax Assistance program. He earned his B.A., summa cum laude, from Rutgers University as a member of the Rutgers College Honors Program.
